Yoon warns against possible Russia

President Yoon Suk Yeol issued, Tuesday, an apparent warning against Russia, which is purportedly pursuing an arms trade deal with North Korea. He made the comments at the South Korea- Association of Southeast Asian Nations (ASEAN) Summit in Jakarta, Indonesia.

"Any attempt at military cooperation with North Korea, which undermines international peace, must be stopped immediately," Yoon said, according to presidential spokesperson Lee Do-woon. He also called on ASEAN members to make efforts to deter the North's nuclear and missile provocations.

Yoon's remarks also came after the U.S. partly confirmed news reports stating that North Korean leader Kim Jong-un may be considering a trip to Russia to meet with Russian President Vladimir Putin and discuss a possible arms deal.

"We also have information as we have indicated publicly that North Korea's leader Kim Jong-un has some expectations that those discussions will continue as we go forward, including leader-level discussions, perhaps even in person," U.S. National Security Adviser Jake Sullivan said at a press briefing.

South Korea's Ministry of Unification also said that many signs indicate the growing possibility of an arms deal between North Korea and Russia, saying that Pyongyang appears to have sought to improve relations in recent years.

As part of their deal, North Korea is anticipated to provide ammunition, while Russia is reciprocates by providing key technologies involving satellites or nuclear-powered submarines.

Also, possibilities are growing over a potential joint military exercise between Pyongyang and Moscow, after Russian Defense Minister Sergei Shoigu told reporters on Monday that the joint drill is "under discussion." Shoigu visited the North and had a meeting with Kim in July, upon the 70th anniversary of the Korean War armistice, and it is assumed that the minister asked for weapons at that time.

Korea's National Intelligence Service Director Kim Kyou-hyun also said on Monday that Shoigu proposed conducting three-way naval exercises with North Korea and China during his meeting with Kim in late July.

"The North's nuclear and missile provocations are a serious threat to the peace of the Korean Peninsula and the Indo-Pacific region, and it is a blatant challenge against the international non-proliferation scheme," Yoon said during the summit. "Also, no United Nations member should abandon the North Korea sanctions duty, such as banning the illegal arms trade, imposed by the Security Council."

In the following ASEAN Plus Three meeting, which involves South Korea, Japan and China, Yoon also told the leaders that "the international community should be united to showcase that it will not tolerate North Korea's nuclear and missile developments."

"I ask for your attention and cooperation for joint efforts to block North Korea from sending overseas workers and stealing cryptocurrency, which are the main sources of funding for its nuclear and missile programs," Yoon said.

Those comments are interpreted as referring to China. In an interview with the Associated Press, published on Monday, Yoon called on China to play its role in exercising influence on Pyongyang to give up its weapons of mass destruction programs.

While Russia and North Korea are strengthening their ties, China is taking a relatively cautious step in forging a trilateral bloc with the two countries, apparently because of the risk to its more globally-connected economic and diplomatic systems.

"If China and Russia intend to cooperate, there is room for cooperation in North Korea's nuclear issues," a senior official at Seoul's presidential office said on Monday. "In many cases, North Korean hackers are using Chinese banks to exchange the cryptocurrency they stole, so there is room for cooperation if the Chinese authority pays a little more attention to this issue."
